Complex Commercial SATCOM Solutions

Complex Commercial SATCOM Solutions, known as CS3, offers complex satellite communications solutions and professional satellite engineering services to meet your agency’s unique SATCOM needs.

CS3 can help your agency build large, complex, custom satellite solutions:

  • Broadcast satellite services that collect voice, video, or data into one central site and distributing that information to multiple fixed or mobile locations.
  • Continuity and emergency responder operations that establish and deploy a secondary communications infrastructure if your primary infrastructure is disrupted by hazards.
  • Direct customer operations that create satellite-based communications infrastructures to support specific customer operations.
  • Fleet and asset tracking and reporting services that track fleet equipment (e.g., sensors) or other assets using real-time location and status information.
  • Interactive services that connect multiple locations in a real-time two-way interactive network.
  • Steady state operations that provide complete, customized, enduring engineering solutions for sustaining base communications services and infrastructure.

How do I buy CS3?

About CS3

Contract type: Multiple award IDIQ

Ceiling: $2.5B

Order types: fixed-price or time and materials

Period of performance: 5 years with one 3-year and one 2-year option period

Eligible users: Federal agencies

Federal contracting officers must receive training and be granted a Delegation of Procurement Authority before awarding CS3 task orders. When using any interagency contract, your agency’s internal ordering process and policies take precedence. If you are a Department of Defense customer, buy SATCOM services through DISA/DITCO.

  1. Fill out the Delegation of Procurement Authority form. The DPA clearly establishes the roles and responsibilities between the procuring officer and the ordering contracting officer. You can start issuing task orders after receiving confirmation that we reviewed your DPA.
  2. Assess your agency’s requirements. Contact ITCSC@gsa.gov for help defining your SATCOM needs.
  3. Develop the statement of work or statement of objectives. We can review your SOW or SOO to ensure it is within the scope of CS3. 
  4. Issue the solicitation (ensuring fair opportunity per FAR part 16.505) on eBuy, using the CS3 Ordering Guide [PDF - 1 MB] for support.
  5. Evaluate proposals according to your agency’s evaluation processes.
  6. Make the award and manage the task order according to your agency’s policies.

CS3 allows you to include additional small businesses to your contract and ensure their inclusion throughout its lifetime. Large businesses must submit small business subcontracting plans as part of their proposals, and ordering activities can set aside requirements exclusively for small businesses.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
