Acquisition regulations

GSA is responsible for two acquisition regulations.

Federal Acquisition Regulation

The Federal Acquisition Regulation (FAR) was established to codify uniform policies for acquisition of supplies and services by executive agencies. It is issued and maintained jointly, pursuant to the Office of Federal Procurement Policy (OFPP) Reauthorization Act, under the statutory authorities granted to the Secretary of Defense, Administrator of General Services and the Administrator, National Aeronautics and Space Administration. Statutory authorities to issue and revise the FAR have been delegated to the Procurement Executives in Department of Defense (DoD), GSA and National Aeronautics and Space Administration (NASA).

The Federal Acquisition Policy Division writes and revises the FAR to implement laws, executive orders, other agency regulations, and governmentwide policies. The Division coordinates with the Office Federal Procurement Policy, other agencies, and various stakeholders in a highly collaborative and deliberative process to support the maintenance of the FAR and fulfill public policy objectives.

GSA Acquisition Manual

The GSA Acquisition Manual (GSAM) incorporates the General Services Administration Acquisition Regulation (GSAR) as well as internal agency acquisition policy on how to acquire goods and services. GSAR material is shaded. The shading helps users to distinguish and identify those parts that are regulatory from those that apply internally to GSA. 

The General Services Acquisition Policy Division writes and revises the GSAM. The Division establishes and implements acquisition policies for the agency to fulfill immediate and long term acquisition goals and priorities.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
