Rideshare FAQs

Getting started

No, GSA has already performed the market research as a part of the BPA award in order to reduce administrative duplication and effort.

No - If both vendors are deployed, competition and best value determination happen at the point of sale when selecting a ride.

  • If individually billed: After the trip travelers have the ability to review receipts, add applicable notes and then upload to their agency instance of the E-Gov Travel Service solution (ETS) vendor platform for voucher and reimbursement.
  • If centrally billed: Charges will be reviewed, reconciled and centrally paid each month.

Costs

Agencies will work directly with the vendors to establish and set up the preferred payment method. It is not necessary to obligate funds via a traditional task order to use the Rideshare BPA solution for TDY or local travel.

  • Centrally billed accounts are billed once per month.
  • Individually billed account details are available upon completion of the ride.

For local, official or Temporary Duty Travels (TDY) where the Government’s SmartPay® travel cards are not authorized or available for use, the contractor will accept the federal employee’s purchase card, personal credit card, or debit card as payment if pre-authorized by the approving official of the ordering agency.

GSA has negotiated up front discounts for government travelers ranging from 2-4% and waived technology fees to use back-office vendor data and reporting capabilities (additional savings of approx. 10%). This is comparable, and even better in many cases, than with the discounts received by large commercial rideshare customers.

The governmentwide Rideshare/Ride-hail pricing includes GSA management and oversight of the rideshare program, security/privacy oversight, vendor management and customer service. The BPA Business Access Fee (BAF) of $0.25 cents is being paid on behalf of agencies by the vendors.

Lyft’s government business platform discount is 2% and Uber’s discount is 4% equaling approximately 2-2.5% off the standard commercial business pricing. These discounts are comparable to what large corporate customers receive.

No. If both vendors are deployed, competition and best value determination happen at the point of sale when selecting a ride; however, please check with your agency contracts office for appropriate guidance and concurrence.

The solution does not prohibit or restrict vendor surge pricing. Federal employees are hailing the same rides as consumers. In most cities, your cost is calculated up front, before you confirm your ride.

The intent of the solution is to use the vendor’s commercial solutions as is. The rate negotiated incorporates a discount comparable with other large corporate clients, and waives the fee to use each vendor’s back-office reporting and data analytics.

Agency specific

Yes, the Rideshare BPA can be used as long as the VA is coordinating the ride, and remitting payment to the vendors through a Centrally Billed Account.

Yes, the Rideshare BPA can be used as long as the recruit travels on behalf of, and is reimbursed by the government.

Additional terms and conditions

Traveler reimbursement is based on the location of the work activities and not the accommodations, unless lodging is not available at the work activity, then the agency may authorize the rate where lodging is obtained.

Unless otherwise specified, the per diem locality is defined as "all locations within, or entirely surrounded by, the corporate limits of the key city, including independent entities located within those boundaries."

Per diem localities with county definitions shall include"all locations within, or entirely surrounded by, the corporate limits of the key city as well as the boundaries of the listed counties, including independent entities located within the boundaries of the key city and the listed counties (unless otherwise listed separately)."

When a military installation or Government - related facility(whether or not specifically named) is located partially within more than one city or county boundary, the applicable per diem rate for the entire installation or facility is the higher of the rates which apply to the cities and / or counties, even though part(s) of such activities may be located outside the defined per diem locality.
